The purpose of the Yanjing (The Eyes), the Yu Jing Military Intelligence Service, is none other than to ensure the necessary conditions are met for this destiny to be fulfilled. To do that, they have the Gui Feng special operatives, the Phantom Wind that sweeps the Sphere, unnoticed and unnoticeable. The Gui Feng undertake covert operations and generally take care of the dirty work the StateEmpire cannot handle openly through the use of regular forces or diplomacy.
