Samsa has introduced himself as an agent of the Concordat, an Exrah group that is a business rival of the Commissariat and formerly allied with the Ur Hegemony and the Combined Army. Since he’s a freelance operator, he can’t be hired or even contacted, but he’ll show up occasionally to offer his services in operations that may benefit the Concordat’s secret agenda.
